A contratação pública representa cerca de 14% do PIB da União Europeia, constituindo um instrumento essencial não só pela sua relevância económica, mas também pelo potencial de impulsionar políticas de transição ecológica, economia circular e inovação social. Em Portugal, a Estratégia ECO360 reflete esse compromisso, embora a implementação revele limitações, destacando-se a predominância do critério do preço mais baixo em detrimento de considerações ambientais e sociais. A investigação seguiu uma metodologia qualitativa e quantitativa, tendo sido dividida entre um questionário online, bem como entrevistas semiestruturadas a profissionais em diferentes níveis hierárquicos da Administração Pública. Esta abordagem permitiu articular a dimensão normativa à prática administrativa, identificando avanços, lacunas e resistências. Os resultados demonstram a necessidade de reforçar a capacitação técnica dos recursos humanos, de adaptar os mecanismos de monitorização — nomeadamente o Portal BASE — para incluir indicadores de sustentabilidade e de criar incentivos institucionais que valorizem os funcionários que integram critérios verdes nos contratos. As propostas de reforma sugerem maior articulação com o quadro europeu, o desenvolvimento de instrumentos digitais interoperáveis e a criação de mecanismos de reconhecimento e premiação da boa prática sustentável, permitindo que Portugal se aproxime das melhores práticas internacionais; The role of the European Union in the sustainable contours of public procurement in Portugal - Abstract: This dissertation examines the European Union's contribution to the development of sustainable public procurement in Portugal, assessing how EU directives have been transposed and implemented within the national legal framework. Public procurement accounts for around 14% of the EU’s GDP, making it a crucial instrument not only for its economic weight but also for its potential to drive ecological transition, circular economy, and social innovation. In Portugal, the ECO360 Strategy reflects this commitment, although implementation continues to face persistent limitations, particularly the predominance of the lowest price criterion over environmental and social considerations. The investigation followed a qualitative and quantitative methodology, having been divided between an online questionnaire, as well as semi-structured interviews with professionals at different hierarchical levels of Public Administration. This approach enabled the articulation of normative analysis with practical insights, identifying progress, gaps, and resistance. The findings reveal the need to strengthen human resources' technical capacity, adapt monitoring mechanisms — notably the BASE Portal — to include sustainability indicators, and create institutional incentives that reward staff who effectively integrate green and social clauses into contracts. Considero que as expressões artísticas são muito relevantes na aprendizagem das crianças, a sua polivalência incentiva-as explorar conhecimentos, interligando-os com outras áreas do conhecimento. A metodologia que adotei neste relatório foi o método de investigação qualitativo com a recolha de notas de campo onde retirei dados acerca de propostas de atividades que, sobre as quais pude observar e registar os momentos mais significativos de aprendizagem das crianças na prática pedagógica em Educação Pré-escolar e 1º Ciclo do Ensino Básico. A temática deste estudo revelou-se importante na medida em que as expressões artísticas potencializam as aprendizagens das crianças interligando-se com outras áreas do conhecimento; Enhancing Learning Through Artistic Expression - Abstract: This report, "Enhancing Learning Through Artistic Expression," aims to analyze the learning acquired by children through artistic expression, interconnected with various areas of knowledge, in an interdisciplinary approach. I believe that artistic expression is very relevant to children's learning; its versatility encourages them to explore knowledge, linking it to other areas of knowledge. The methodology I adopted in this report was the qualitative research method, with the collection of field notes from which I extracted data about proposed activities. I observed and recorded the most significant moments of children's learning in pedagogical practice in Early Childhood Education and the 1st Cycle of Elementary School. O estudo visa compreender e analisar as relações com o mundo social, cultural e natural, a partir da implementação de estratégias em contexto de educação Pré-Escolar e de 1.º Ciclo do Ensino Básico, orientadas para a promoção de uma educação para a Sustentabilidade Cultural e Social e Sustentabilidade Ambiental. Utilizam-se conceitos de ‘becoming with’ (Haraway, 2008) e ‘noticing’ (Tsing, 2010), bem como a abordagem de empirismo delicado de Goethe (Ilhéu & Valente, 2019), como modo de relação e atenção com o mundo. Neste processo procurou-se evidenciar o contributo desta abordagem no desenvolvimento de atitudes, capacidades e conhecimentos que promovam modos de relação com o mundo. Esta investigação tem por base a metodologia da investigação-ação, envolvendo a participação ativa do investigador na identificação da problemática e na construção e implementação de propostas pedagógicas junto dos grupos de estudo. Serão mobilizadas notas de campo relativas a experiências vividas, momentos de escuta das crianças e a utilização da Escala da OMEP 'Avaliação do ambiente para o Desenvolvimento Sustentável na Educação de Infância’ (Siraj-Blatchford, Mogharreban & Park, 2016). As experiências desenvolvidas revelaram o potencial das interações com o meio social, cultural e natural e as vantagens de uma aprendizagem construída através de uma relação ativa e situada com o mundo. Além disso, as práticas orientadas para a sustentabilidade revelaram, por parte das crianças, um maior envolvimento, curiosidade e sentido de responsabilidade e pertença; Learning with the World: children’s relations with the social, cultural and natural environment in pre-school and primary school education - Abstract: This project forms part of the Supervised Teaching Practices in Preschool and Primary Education course. The study aims to understand and analyse relationships with the social, cultural and natural world, based on the implementation of strategies in the context of pre-school and primary education, geared towards promoting education for cultural and social sustainability and environmental sustainability. Concepts of "becoming with" (Haraway, 2008) and "Noticing" (Tsing, 2010) are used, as well as Goethe's approaches to delicate empiricism (Ilhéu & Valente, 2019), as a mode of relating to and paying attention to the world. The study aims to highlight how this approach contributes to developing attitudes, skills, and knowledge that promote ways of relating to the world. This research is based on action research methodology, involving the researcher’s active participation in identifying the problem and in the construction and implementation of pedagogical proposals with the study groups. Field notes relating to lived experiences, moments of listening to the children, and the use of the OMEP Scale "Assessment of the Environment for Sustainable Development in Early Childhood Education" (Siraj- Blatchford, Mogharreban, & Park, 2016). The experiences developed revealed the potencial of interactions with the social, cultural and natural environment, and the benefits of learning built through an active and context-based relationship with the world.
