Do planeamento à avaliação da política de coesão no Alentejo Central: As realidades Municipais e Supramunicipais

Abstract

A política de coesão é a principal política de investimento da União Europeia, operando em quadros financeiros plurianuais, onde define estrategicamente a aplicação dos Fundos Europeus Estruturais e de Investimento, que financiam os instrumentos financeiros, como os Programas Operacionais Regionais. O estudo centra-se nas Câmaras Municipais do Alentejo Central, os principais agentes na captação de financiamento comunitário. Tendo por base a criação de um estudo de caso, descritivo e quantitativo, integrando análise documental, revisão da literatura e análise comparativa de dados, efetua-se uma relação entre o financiamento e as operações realizadas, permitindo concluir a existência de alterações entre os quadros comunitários estudados. As disparidades dentro das próprias Câmaras Municipais podem indicar uma falta de estratégia local, enquanto a Comunidade Intermunicipal do Alentejo Central tem vindo a aumentar a sua influência no território. From planning to evaluating cohesion policy in Central Alentejo: The Municipal and Supramunicipal Realities - Abstract: Cohesion Policy is the European Union's main investment policy, operating within multiannual financial frameworks where it strategically defines the application of the European Structural and Investment Funds, which finance financial instruments such as the Regional Operational Programmes. The study centres on the municipal councils of Central Alentejo, the main players in attracting EU funding. Based on the creation of a descriptive and quantitative case study, integrating documentary analysis, literature review and comparative data analysis, a relationship is made between funding and the operations carried out, making it possible to conclude that there are changes between the EU frameworks studied. The disparities within the municipalities themselves can indicate a lack of local strategy, while the Intermunicipal Community of Central Alentejo has been increasing its influence in the territory.
